Release rules did not srike to me!!!
Please correct me if I am wrong.
For this particular customer we need to define a new document set and attach to the release rule.
For other customers a different release rules will be attached which contains all the regular requests.

we need to add specific customer to release rules and then pick release thru release sales order forms.
when ever user selects the rule customer defaults and user can see the orders booked for that customer only.

If you have 1000/10000 customers then you have to think about some other mapping like item category / transaction type.
