Freeze means the PO is freezed from making any modifications. You can’t change anything on the PO though you can receive / invoice against the PO. Hold means PO is on hold from making any action. You can’t receive / invoice against the PO though you can make changes to the PO. In both the scenario, you can make return to vendor.
