i expense approve is...

i expense approve is not defaulting for few users

We have around 200 users. The approver in iexpnse report defaults for 180 users but it doesnt for few users.
All the setups are same for all the users.
I have run security list maintain program few times but it that didnt help

Has any one faced this problem before
