Simple example : Customer ask for 45 qty of an item which you sell in a pack of dozen (12 piece in a pack). Then you sell 48 items or 4 packs to the customer and ‘ll invoice for 48 items. It’s a quite normal business practice.

Impact of over shipment: If you don’t setup to allow over shipments then you can only ship the number of quantities in the sales order line not any qty more than that.
